Abstract

The increasing of Pekanbaru city development, the addition of population, the level of activity and the socioeconomic level of society, is accompanied by the increasing number of waste dumps from day to day as well as the limited government facilities and infrastructure will add to the increasingly complex sanitary problems. Responding to the above explanation Pekanbaru City Government set the Regulation in creating a waste levy service that aims to be free of waste and the creation of a clean environment that is Pekanbaru City Regulation No. 10 Year 2012 About Garbage Service Levy / Cleanliness. But in fact not yet implemented well. The purpose of this research is to find out how the implementation of local regulation of Pekanbaru City Number 10 Year 2012 about Retribution of Service of Garbage / Garbage (Study of Levy Service of Garbage / Hygiene of Restaurants and Similar in Subdistrict of Delima Kecamatan Tampan) and what are the obstacles. As for the population and samples are employees of the Office of Environment and Sanitation of Pekanbaru City namely the Head of Waste Management, Section Reduction and Utilization of Garbage, Section of Handling and Processing Final Waste, Section of Facilities and Infrastructure, Employees of Waste Management, and Owners of Restaurant and The same kind that is in Kelurahan Delima Kecamatan Tampan Pekanbaru City. Sampling technique for Employee with census technique, for restaurant business owner with Purposive Sampling technique. In this indicator researchers use the theory of Edward III ie Communications, Resources, Disposition and Bureaucratic Structure. As the final conclusion concluded that the Implementation of Regional Regulation of Pekanbaru City Number 10 Year 2012 About Retribution Service of Garbage / Hygiene (Study Service Levy of Garbage / Hygiene of Restaurants and Similar In Delima Sub District Tampan), are in Self Implemented category.
