Abstract

The services provided in Kelayang Sub-district Office to the community is one of the letters of recommendation permit for the crowd. Where the function of the permission crowd is to prevent any violations potentially disrupt security and order in society. Thus the purpose of the research to be achieved is to find out how the implementation and constraints service recommendation permit crowd in the Office District Kelayang Indragiri Hulu regency. This research uses descriptive type with qualitative research method. The informants are key informants (key informants), ordinary informants and additional informants. Types and sources of data used primary data and secondary data with data collection techniques through interviews, observation, and documentation. Once the data is collected in a complete and comprehensive,then the data are grouped by source, type and form of data, then will be discussed for conclusion. Based on the result of the research, it is concluded that the service given by the Kelayang Sub-District Office is not able to satisfy the society due to lack of supporting infrastructure for the waiting community, the sense of empathy from the unfavorable employees. While the obstacles faced in the implementation of recommendation service permit crowd in the District Office Kelayang that is less discipline public service officers and infrastructure facilities support the smooth service that is still inadequate such as the absence of generators to anticipate if power outages.
