Abstract

To improve the original income, Kuantan District government, the levy charged Singingi perform one of which is the levy solid waste services / hygiene therefore Singingi Kuantan District government issued Local Regulation No. 4 of 2012 on Service Fees Waste / Hygiene. One market that do levy charged for waste services / hygiene is a market center since kuantan kuantan central district market is the only market in Kuantan Singingi districts and have considerable potential in terms of retribution waste services / cleanliness. But in practice, there are still many traders who do not pay the levy solid waste services / hygiene in the district market kuantan middle. This resulted in the implementation of the Regional Regulation No. 4 of 2012 on Service Fees Waste / Hygiene less done well. The purpose of this study was to determine the implementation of the District Regulation Kuantan Singingi No. 4 of 2012 on Service Fees Waste / Cleanliness in the district market kuantan middle and identify factors inhibiting the implementation of the District Regulation Kuantan Singingi No. 4 of 2012 on Service Fees Waste / Hygiene in kuantan central district market. In accordance with the problems of this type of research is descriptive survey using Quantitative Methods. As for the population in this study is the head of the Office of Market, Hygiene and Regency Kuantan Singingi, Field Employee Withholding and traders in the Market District of Central Kuantan. The results showed bahwasannya Implementation Regulations of Regency Kuantan Singingi No. 4 of 2012 on Service Fees Waste / Hygiene In The Market District of Kuantan Tengah can be quite implemented, based on four indicators that have been the author set namely communication, resources, disposition and bureaucratic structure of 79 people or 57%. Inhibiting factor in the implementation of Singingi Kuantan District Regulation No. 4 of 2012 on Service Fees Waste / Hygiene In The Market District of Central Kuantan is limited Human Resources, sanction rules is still low and the market is not yet optimal Cleanliness
