Abstract

This study aims to determine the role of Department of Communications, Informatics and Statistics of Riau Province in Information System Based Technology Program Towards Riau Smart Province against the Regional Device Work Unit (SKPD) that has not implemented the program of Information Technology Based System and what efforts made by the Office of Communication, Informatics And Statistics of Riau Province to improve the implementation of Information Technology Based System on SKPD which has implemented Information Technology Based System program. Breakthroughs in information technology-based services is a convenience for the public in obtaining maximum service. This research is descriptive qualitative is a type of research that aims to provide a systematic description. The informants of this research are 15 (five) officers / staffs in Riau Department of Communications, Informatics And Statistics, consisting of 5 key informants, while the main informant is Internet / Network Management SKPD 10 (ten) people in the Riau Provincial Government environment. Data analysis technique used data analysis is run by using triagulation technique that is matching data between interview, observation with document proof or other opinion. In general, the results of research that answers research questions relating to the Role of the Department of Communications, Informatics and Statistics of Riau Province In the use of e-office Application for each SKPD Towards Riau Smart Province, based on indicators of information technology based system programs include: HR is sufficient, the maturation of the auxiliaries placed in each OPD / SKPD is enough to help each SKPD / OPD, Stabilization of the Law Umbrella has been socialized, Utilization of the procedure of information distribution has been done by the government in the implementation of e-office implemented all Provincial SKPD Riau in order to Riau Province Smart. Factors and obstacles in the implementation of the Go It Go Program Riau Province Riau as follows: 1) lack of number of communication and informatics network installed and the number of SKPD, 2) lack of human resources (HR) to socialize smart provincial program, 3) lack of socialization about Information Site 4) Lack of information to the public.
