Abstract
This study aims to determine and explain the service of birth certificate and to know what constraints are faced at the Office of Population and Civil Registration Kampar Regency in serving the birth certificate. The theory used by the service theory by Moenir, then the method used in this research is quantitative method with research type that is survey research. In collecting the necessary data, it is done by questionnaire technique, interview, observation, and documentation. As for the respondents in this study are employees who numbered 5 people and the community who have finished taking care of the birth certificate amounted to 50 people. Based on the results of interviews that the authors do and the distribution of quotaers to the respondents about the Analysis of Civil Service In the Office of Population and Civil Registration Kampar Regency is that the level of satisfaction of community users of demographic services and civil registration in general are in the interval Good Enough. This is seen from the six indicators that the authors specify that there are still obstacles in the Implementation of Civil Service In the Office of Population and Civil Registration of Kampar regency. Constraints in the Implementation of Civil Service In the Office of Population and Registration of Civil Kampar Regency Against Birth Certificate Handling is the performance of employees who are still lacking and facilities and infrastructure are not adequate. Suggestion from the writer that is to improve service quality in society must existence of high level of discipline so that later can be created service delivery effective and efficient. So that the service users will feel appreciated as the user of birth certificate service in the Department of Population and Civil Registration of Kampar Regency. In addition, the need for improvement of facilities and infrastructure so as to make the community and also the community more comfortable in getting service.
