Abstract

In Law No. 22 of 2009 on traffic and road transport precisely on Article 173 Paragraph 1 explains that the public transport company that organizes transport of people and I or goods are required to have an operating license for the transport of people not in the stretch, and the operating license of freight transport special and heavy equipment. The purpose To investigate the implementation and obstacles to the supervision of the Department of Transportation, Communications and Informatics Pekanbaru to test the feasibility of freight cars. The method used is descriptive qualitative and quantitative; A sample of 31 people consisting of the Head and employees as well as owners of freight cars Truck axis 3. Technique data collecting questionnaires and interviews as well as descriptive data analysis, qualitative and quantitative. The study concluded that the implementation of the surveillance of Transportation, Communications and Informatics Pekanbaru to test the feasibility of freight cars can be seen quite well. It can be seen that the monitoring carried out on the feasibility testing of freight cars was considered quite accomplished. It is assessed on each indicator specified in the form set standards, measurements and observations job runs, interpretation and comparison of results there with the required standards, corrective action against irregularities and comparison with the end result that has occurred rated input has been pretty good. Hamabatan that occurs in exercising oversight of Transportation, Communications and Informatics Pekanbaru include: Lack of awareness of the driver / owner of the vehicle to test the feasibility of vehicles and lax oversight function which is run by the Department of Transportation, Communications and Information Technology Pekanbaru to truck which does not test the feasibility vehicle.
