Abstract

Public service has a very strategic role in the progress of the State that the society aspires in a State. Therefore, in the implementation of public services should optimize the requirements, procedures, time, costs, products, complaints. Public service is expected to be accomplished in all respects including service in the Making of Two-Wheeler License by Rokan Hulu District Police. The purpose of this study is to analyze the service in the Making of Two-Wheeler License and know the obstacles in the service of Making Two-Wheel Drive License by Rokan Hulu District Police. The results of this study are expected to provide benefits as follows: the contribution of the mind in order to develop science, especially in the field of social and political sciences and reference to improve services, especially in the Making of Driver License Two. The results of the research conducted in the Making of Two-Wheeler License through six indicators are located in the category of "Good Enough" with a value of 26 or percentage of 58%. However, the authors suggest to the staff of Traffic Unit of Rokan Hulu District Police of Making Driving License of Two Wheel in order to improve service in order to achieve better service.
