Abstract

The Pekanbaru Urban Forest is a strategic green open space that provides ecological, social, and aesthetic functions for urban communities. However, in practice, this area still faces various challenges, particularly related to the unclear roles of stakeholders and the suboptimal coordination among institutions. These conditions result in weak supervision, inadequate maintenance of facilities, and limited community participation. This study aims to identify the roles and authorities of stakeholders in managing the Pekanbaru Urban Forest, as well as to analyze coordination challenges and management strategies to improve the effectiveness of urban forest governance. This research employs a qualitative method with a descriptive approach and a case study design. Primary data were obtained through field observation and in-depth interviews with relevant stakeholders, while secondary data were collected from official documents and relevant literature. Data analysis was conducted through data reduction, data display, and conclusion drawing using qualitative descriptive analysis, supplemented by a SWOT analysis to formulate management strategies. The findings indicate that the management of the Pekanbaru Urban Forest involves several key stakeholders, namely the Provincial Environmental and Forestry Office (DLHK), the Public Works and Spatial Planning Office (PUPR), community representatives, and visitors. The DLHK holds the main authority in planning and managing the area; however, the absence of a specific implementing unit (UPT) has resulted in suboptimal operational management and the lack of standardized operational procedures. Management challenges are also influenced by weak coordination among stakeholders, limited budgets, inadequate facilities, and low community involvement. Therefore, the establishment of a UPT is required as an effort to strengthen institutional capacity, clarify inter-agency authority, and enhance collaboration through good governance approaches as well as strategies derived from SWOT analysis in order to achieve more effective and sustainable urban forest management.
