Abstract

Personnel Agency and Human Resource Development is a work unit formed to regulate Civil Servant's management issues related to recruitment,placement, career development, coaching, law and all related to Civil Service Officer's problem. Personnel Agency and Human Resource Development is also often referred to as the kitchen of the Regional Civil Servant because all that concerning Personnel will be managed by Human Resources Personnel and Human Resources Development which is a service to existing employees lingkup Regional Government Kampar regency. In early 2017 there was a change in the organization of the regional apparatus and therefore structural positions also changed a lot, so it required a massive inauguration of structural officials as many as 713 positions were inaugurated. Of the 713 tructural posts of highranking officials,the appointed administrators and supervisors are expected to be able to work sincerely and responsibly to the newly demanding positions. For that it is necessary role of Personnel Board and Human Resource Development of Kampar regency to regulate the problem of mutation of structural officials. The purpose of this study is to determine the implementation of mutations of tructural officials by the Personnel and Human Resource Development Office of Kampar regency and its constraints. The method used is qualitative and quantitative; The sample is 46 structural officials. Techniques of collecting interview data and data analysis descriptively through qualitative and quantitative approach. This study concludes that based on the research results it is known that, the mutation is not merely for the structural officials to get new challenges and new tasks as determined but the mutation policy will affect the effort of the implementation of the regulation. Given the right people's principles in the right place will guarantee the stability, fluency and efficiency of work, therefore to know the policy of mutation of structural officials on the basis of The Right Man Principle In The Right Place, the division of labor must be tailored to the ability and expertise so that the implementation work is effective.
