Abstract

Based on Government Regulation Number 19 of 2008 concerning Districts, one of the Camat's tasks is coaching. Officers of the Camat office are included in the Regional ASN, therefore the Regional Government seeks to improve the performance of employees. To improve employee performance to support the smooth tasks of government, it requires guidance from the employer, one of them is the Head of Sub-district towards his subordinates. Thus the purpose of this study is to analyze the implementation of the Camat's duties in coaching the Civil Servants at the Ukui Sub-District Office Pelalawan District and find out the obstacles to the implementation of the Camat duties in the Civil Service Development. This study uses a descriptive type of research with quantitative methods. The population determined came from the Civil Servants of the Ukui Sub-District Office with census sampling techniques. Data collection is done through observation, questionnaires, interviews, and documentation then all data is collected, grouped according to type and source, then analyzed descriptively. The results of the study were obtained that the Camat had carried out the coaching task of the Civil Servants at the Ukui Sub-District Head Office in Pelalawan District well and was in a fairly good assessment category. This is based on the fact that he met with the development of the sub-district head towards civil servants which had been carried out in the form of providing motivation, awards and proposals for education and training. While the subdistrict obstacle in conducting guidance to civil servants, namely: authority and policy become obstacles to improve the ability and knowledge of civil servants.
