Abstract

Implementation of Regional Regulation of Meranti Islands Regency Number 13 Year 2012 About Retribution of Service Business Port of Goods Service at Tebing Tinggi Sub-district has given the acceptance of retribution to the region's original revenue by providing port facility for the society of goods carrier. This is the Transportation Department of Meranti Islands in its handling by conducting supervision, sanctioning, coordinating superiors and subordinates as well as cooperation on port service users. This can be seen from the implementation of the duty of the Department of Transportation through Effectiveness, Efficiency, Adequacy, Equity, Responsibility, Accuracy. The purpose of this research is to analyze the Implementation of Regional Regulation of Meranti Island Number 13 Year 2012 About Service Levemage of Service Port of Goods Service in Tebing Tinggi Subdistrict, and to know the obstacles in Implementation of Regional Regulation of Meranti Islands Regency Number 13 Year 2012 About Retribution Service Business Port Service Goods in Tebing Tinggi District. The method used quantitative research methods. The results of this study are expected to provide benefits as follows: the contribution of the mind in order to develop the science, especially in the field of social and political sciences and reference to the implementation of Regional Regulations Meranti Islands Number 13 Year 2012 About Retribution Services Port Services Goods Services in District Tebing Tinggi. The results of research conducted in the Implementation of Regional Regulation of Meranti Islands Regency Number 13 Year 2012 About Service Levem Service Port Goods Service in Tebing Tinggi Sub District through six indicators are on the word gori "Pretty Implemented" with the value of 23 Respondents or 57%. However, the authors suggested the Transportation Office of Meranti Islands Regency in order to apply the Regional Regulation of Meranti Islands Regency Number 13 Year 2012 About Service Levem Service of Port of Goods Service in Tebing Tinggi Subdistrict so as to increase the original revenue of the region and to increase the supervision, strict sanction to the service user of port of goods, as well as the establishment of coordination between superiors and subordinates and the community of port goods users.
