Abstract

Licensing is a form of service that must be provided to the community in the form of administrative services, ie services that produce various forms od official documents required by me public. The purpose of licensing is to control every activity or individual behavior or collectivity that is preventive is through permission, which has similarities such as dispensation, licensing and concessions, This research is conducted To find out the results of implementation of Regional Regulation of Regency of Indragiri Hulu Number 3 of 2012 About Retribution Licensing Certain and to know the obstacles in the implementation of Regional Regulation of Regency of Indragiri Hulu Number 3 of 2012 about Specific Licensing Levy, The results showed that overall evaluation of the implementation of Regional Regulation Indragiri Hulu Number 3 of 2012 is good enough it is seen from 10 person or by 50%. So in accordance with the category of measurement that the percentage is in the range of 34-66% so categorized quite well. It is stated that the overall evaluation indicator of the implementation of Regional Regulation of Indragiri Hulu Regency Number 3 of 2012 on certain licensing levies, especially the levy of interference (HO) is good enough. The obstacles found in the implementation of Regional Regulation Indragiri Hulu number 3 of 2012 namely: the lack of firmness of the policy implementers in overseeing and following up the fraud or deviation from the Regional Regulation of Indargiri Hulu number 3 of 2012 and the lack of awareness of business owners in complying with District Regulation Indragiri Hulu Number 3 of 2012.
