Abstract

The purpose of this study was to analyze the performance of the service staff of the population of population and civil registration of Pekanbaru city and to find out what are the obstacles faced by the employees of the population department and civil registration of Pekanbaru.The Population and Civil Registration Service is a device of the Pekanbaru city government that is responsible and authorized to carry out bureaucracy in matters of population administration. Population administration is a series of structuring and controlling activities in controlling documents and population data through population registration, civil registration, management of population administration information and the utilization of results for public services and other sector developments. This research method is quantitative and uses the MSDM concept of Sedarmayanti theory, while the indicators specified are productivity, responsiveness, behavior, motivation. This study is a descriptive survey research which draws a number of samples from research polpulation. The researchers took the population from the head of data utilization, identity of the population, staff staff, and the community, while the number of informants was 2 people by census, and a sample of 40 staff staff and the population of the Population and Civil Registration Service by incidental sampling. The conclusions of this study indicate that the service performance of the Population and Civil Registration Service staff is in the "Medium" category. Because there are inhibiting factors that affect employee performance, it is suggested that employees improve discipline more work, complete tasks in a timely manner, quickly respond and respond to community complaints, employees must serve the community well so as to make the community comfortable, the head of the service oversees employee performance. The sanctions that must be given to employees who violate are given penalties, for those who do not violate the reward.
