Abstract

This study aims to evaluate the implementation of the Indragiri Hilir Regent Regulation Number 4 of 2005 concerning Determination of Sea / River Transport Rates in Tembilahan Port. Assessment indicators identify policy objectives to be evaluated, analysis of problems, description and standardization of activities, measurement of the level of changes that occur, the type of research used in this study is descriptive analysis with quantitative methods, which prioritizes questionnaires as data and data collection tools. collected by the questionnaire and then used as the main raw material to analyze the empirical conditions of objectivity, the existence of research objectives in the location under study there are two, namely at the port and in the transportation office of communication and information indragiri downir district, and there are three parts of the sample, namely 50 people and ticket sales agents as many as 13 people and from the transportation service for sea / river traffic as many as 5 people types and data collection techniques used consist of primary data collected by questionnaires, interviews, and observations and data a secondary is collected using documentation techniques, while the data analysis technique used is to use a frequency table. Based on this analytical technique, the researcher assessed that in the implementation of the Indragiri Hilir Regent Regulation No. 4 of 2005 concerning the stipulation of sea / river transportation tariffs in Indragiri downstream district, the implementation of this regulation could be concluded that it was not going well.
