Abstract

Government as a service provider (Service Provider) for the public is required to provide quality public services, because public service reflects the face of government in a country. To make this happen, Siak District Government stipulates the policy of giving incentives. The form of this policy is by the enactment of Regulation of Siak Regent No. 04 of 2013 on Provision of Incentives to Civil Servants of the Department of Population and Civil Registration of Siak Regency. Provision of incentives to Civil Service Officer of Siak Regency Population and Civil Registry with consideration of high work load and Legal risk in performing work. This study aims to determine how the effect of providing incentives on service quality at the Department of Population and Civil Registry Siak Regency. In order to get a detailed description of the authors using descriptive research method with a quantitative approach. The samples in this study were 88 people from Civil Service and Civil Registry Office of Siak Regency. Data collection is done through questionnaires. Testing research instrument using validity test and reliability test. Data processing technique using simple linear regression test, and hypothesis testing to know how big influence of giving of incentive to quality of service of population administration at Department of Population and Civil Registration of Siak Regency. The results of this study indicate that the effect of providing incentives on the quality of population administration services at the Department of Population and Civil Registration Siak Regency categorized Strong. Therefore, efforts must be made by the local government of Siak Regency to always intensify efforts to provide incentives in the form of material incentives or non-material incentives to all government apparatus who are assigned to the Department of Population and Civil Registry of Siak Regency so that the performance of the apparatus can be improved and ultimately will have an impact directly on improving the quality of population administration services carried out at the Department of Population and Civil Registration of Siak Regency.
