Abstract

Prostitution is an act of sexual violence against women that belongs to class society, and prostitution is usually carried out by means of exchanging bodies or having sexual relations with some money or other means as a means of buying and selling transactions. Another definition of prostitution is a form of sexual intercourse treatment without a prior marriage bond with a certain image, namely to anyone openly and almost always with a reward or payment. Good for friendship to other sex that gives the satisfaction desired by the person concerned. This prostitution is also regulated in articles 296 and 298 of the Criminal Code. In Pekanbaru City, many prostitution practices under the guise of massage parlors The main problem in this research is how the efforts of the police and related parties in overcoming the crime of prostitution with the modus operandi of massage parlors in the jurisdiction of Pekanbaru City, and what are the obstacles faced by the police and related parties in carrying out their duties to tackling the crime of prostitution with the modus operandi of massage parlors in the jurisdiction of Pekanbaru City. This research, seen from its type, is an observation research research by means of a survey, namely collecting direct data in the field, while the research interview is descriptive in nature. namely providing a detailed and clear description of overcoming the crime of prostitution with the modus operandi of massage parlors in the jurisdiction of Pekanbaru City and the obstacles of the police in overcoming criminal acts of prostitution with the modus operandi of massage parlors in the jurisdiction of Pekanbaru City. The results of this study are the efforts carried out by the police to follow up on prostitution that is influenced by external factors originating from the individual women, and because of economic problems and their failure to build a family life. This research was conducted to see the changes in women who became prostitutes, as well as the provision of facilities and places for skills training and skill sharpening to prevent the occurrence or re-practice of prostitution. As for the obstacles to the police in carrying out their duties, they still seem to be less good in terms of quality and scope, and there are other obstacles, namely the lack of cooperation between police officers in their task of overcoming prostitution crimes with the massage parlor modus operandi in the jurisdiction of Pekanbaru City.
