Abstract

Certificate Public services can be interpreted as the fulfillment of public services. The intended public services are the necessities of life of many people who are not traded through market mechanisms, but are processed in a special way. Such services include drinking water, roads, electricity, telephone, gas, and various needs of the lower classes of society. All these services are produced in a special process called government control. Which controls are targeted at aspects of quality, price, service, sufficient amount, distribution, and availability when needed. While civil service is defined as rights, basic needs and demands of every person apart from an obligation. Civil services are not traded (traded) on the market. The purpose of this study was to find out and analyze the results of birth certificate evaluation services at the Population and Civil Registration Office of KamparRegency and to find out the obstacles faced in the Service Evaluation of the Issuance of Birth Certificates in the Population and Kampar Type Civil Registration Services used in this study were survey types descriptive where the author will use the objective conditions encountered in the field based on data relating to the issue of Evaluation of Birth Certificate Services in the Population and Civil Registration Service ofKamparRegency with quantitative methods is a research method that uses the process of data in the form of a tool to analyze and conduct studies research, especially regarding what has been researched (Kasiram: 2008: 69) After all the data needed is collected, the data is then grouped according to the type and type of data and added with informal ionketera with descriptive method that is supportive in explaining the results of the research, which is carried out an analysis of the results of interviews conducted with informants in order to draw a conclusion for that technique is analyzed quantitatively. Thus it is known that from the results of the second recapitulation of respondents' responses it is known that the Birth Certificate Service Evaluation in the Population and Civil Registration Service ofKamparRegency is said to be as good as 34 people or 43%, quite good as many as 28 people or 35% and less well as 13 people or 17% . in accordance with existing measurement techniques, 43%> are in the interval between 34%-66%> with a fairly good category.
