Abstract

In Article 221 paragraph (1) of Law No. 23 of 2014 on Regional Government, it is said that the Regencies / Municipalities shall establish sub-districts in order to improve the coordination of government administration, public service, and empowerment of village / kelurahan community. The main task of government is concise into 3 (three) essential functions, namely: service, empowerment, and development, service will bring about justice in society, empowerment will encourage community independence, and development will create prosperity in society. The purpose of this study is to find out the service of making land letter at the kampar kiri district. To know the factors that influencing the service of making land letter in Kampar Kiri district. The theory used are, Government, Services, Public Services and Districts. The result is the Service of making land letter in the district office of Kampar Kiri not maximal because there are still many complaints from the public on the transparency of the cost and the length of the process of arrangement the land letter. Factors that influence the service of making land letter in Kampar Kiri district is from the office of the district office and the village office that is the limited number of human resources available so that the service is not maximally done and From the community that is the lack of knowledge, public insight into the Standard Operating Procedure (SOP) for making land documents so that many people still do not manage land documents.
