Abstract
The purpose of this study is to find out and explain the placement of employees at the Regional Secretariat of Siak Regency and its constraints. Employee placement is one of the most important functions in human resource management, whether or not a person is placed in a particular position depending on the function of this placement. If this function is not properly implemented then by itself will be fatal to the achievement of organizational goals. The method used is descriptive and qualitative. The informants in this research are Head of Subdivision of Personnel and employee or head of sub division whose job placement is not appropriate at the Regional Secretariat of Siak Regency as many as 9 people. Techniques of collecting interview data and data analysis descriptively through qualitative approach. This research concludes that the implementation of employee placement at Regional Secretariat of Siak Regency is seen based on Education Indicator or Academic Achievement mean the highest percentage of respondent's answer stated in category "Pretty Good". This is because there are still some employees who do not fit the position with the level of education. Factors affecting the implementation of employee placement in Siak Regency are related to the situational factors of the region, the education and competence of the existing Civil Servants, as well as the qualifications possessed by the job analysis team and the workload analysis team. Obstacles in placing employees in structural positions should be avoided or minimized so that the process of placement of employees can be more optimal or in accordance with the purpose of the placement of employees. Remembering from the team that did the placement of employees also human then a mistake may happen or there are obstacles in the placement of employees. The constraints can come from internal or external Regional Secretariat of Siak Regency. Despite the fact that the central government has made clear and detailed rules on the implementation of employee placement, it may arise unexpected problems or obstacles from the team or the Regional Secretariat of Siak Regency during the placement of employees.
