Abstract

This study aims to see how far the implementation of public service in KepenghuluanTelukMega Office in the management of Certificate of Poor and to know the factors that hinder the implementation of public services in the Office of Kepenghuluan Teluk Mega.According to law No. 25 of 2009 on public service that the purpose of the public service is an activity or series of activities in order to meet the need of service according to the legislation for every citizen and resident in the goods, service, and/or administrative service provided by the organizer of public service. In this study the researcher uses the theory of evaluation according to Ndraha which suggests that evaluation is the process of comparison between standards and facts and analysis of the results.Indicators of the assessment of services can be seen from the success of indicators used include therequirements, procedures, time, costs, products, suggestions and infrastructure, implementing competencies, the number of implementers, assurance and performance evaluation. This research was conducted in Kepenghuluan Teluk Mega Office with quantitative and descriptive research method, and the sample in this research is Penghulu, Secretary, Kaur Kesra, Head of Dusun and Kepeghuluan Teluk Mega community who perform the service of Certificate of Poor.The data used in this study are primary and secondary data obtained from original sources and related agencies and sampling techniques used are observation, interviews, questionnaires and document review. After conducting the research, it can be concluded that Public Service Implementation in the Office of Kepenghuluan Teluk Mega Tanah Putih Subdistrict Rokan Hilir Regency in the service aspect of Certificate of Underpinning is in the category of "good enough".It can be seen that the lack of discipline devices or employees in providing services Lack of Certificate, facilities and physical facilities are still inadequate and still lack of knowledge of employees in performing services. Therefore, the need to be given strict sanctions as well as a reprimand to an undisciplined employee, then fixing and replacing inadequate physical facilities and facilities and providing training and guidance to improve employee knowledge and skills.
