Abstract

RTH in the District Pangkalan Kerinci Pelalawan District indicated not managed properly. There are many parks on the roadsides / median of dead roads that are not well maintained. The absence of special regulation on green open space in Pelalawan Regency, which is only the Regional Regulation of Pelalawan Regency about City Forest and Local Regulation on Building Building which both regulate about green open space. The required area of green open space of 30% of the regency area has not been met by the local government. As stated in Article 29 of Law Number 26 Year 2007 on Spatial Planning that the provision of green open space at least 30% of the total area. Thus the purpose of research to analyze, inhibiting factors and supporting the management of Green Open Space (RTH) by Public Works Department and Spatial Planning of Pelalawan Regency. This type of research is descriptive survey with qualitative method. Types and sources of data used primary data and secondary data, while data collection through observation, interviews, and research documentation. After the data obtained then grouped according to data qualification, then analyzed in the form of description clearly and briefly. Based on the result of the research, it is known that the management of Green Open Space in Pangkalan Kerinci Sub-district of Pelalawan Regency is not maximal yet. The lack of Green Open Space managed by Public Works and Spatial Planning. The problem of budgetary constraints, human resources, infrastructure and infrastructure, becomes the government's control in the management of green open space in Pelalawan Regency.
