Abstract

State-owned banks, particularly in Pekanbaru City, play a strategic role in credit distribution, including the People's Business Credit (KUR). The risk of non- performing loans remains a threat to financial stability, necessitating the establishment of a guarantor institution such as PT Jamkrindo, which is based on Law No. 1 of 2016. In practice, administrative obstacles, particularly incomplete claim documents, often impact the timely payment of claims and impact the level of non-performing loans (NPLs) and the stability of the distributing bank. The main problem in this research is how the mechanism for implementing credit guarantee claims for the stability of state-owned banks at PT Jamkrindo in Pekanbaru City works and what are the inhibiting factors in implementing credit guarantee claims at PT Jamkrindo in Pekanbaru City. The research used an empirical legal method with a descriptive analytical nature, conducted at PT Jamkrindo Pekanbaru. The sample was determined purposively and consisted of five respondents: managers, claims staff, and business staff. Primary data was obtained through interviews, while secondary data came from literature and relevant regulations. The analysis was conducted qualitatively and normatively based on positive legal provisions without the use of statistical calculations. From the results of this study it can be concluded that the mechanism for implementing credit guarantee claims submitted by state-owned banks is not optimal, where the bank's delay in fulfilling claim documents causes the claim verification process to be delayed, claim payments are hampered, and can even lead to the loss of claim rights. This condition has the potential to increase the ratio of non-performing loans (NPL) and ultimately disrupt the financial stability of state- owned banks. The form of PT Jamkrindo's efforts to deal with delays in fulfilling claim documents from the bank is carried out through intensive communication, namely data reconciliation, sending official letters requesting complete documents with a maximum time limit of 30 days, and monitoring the claim system. The findings of this study indicate that administrative order and optimal coordination between the parties are the main factors that determine the effectiveness of the claim process, as well as strengthening the stability of credit distribution in state-owned banks.
