Abstract

Forest and land fires are a serious problem that threatens environmental sustainability in Indonesia, particularly in Riau Province. Kampar Regency, as one of the areas with a significant forest area, has experienced an increase in the number of fires from year to year. This study aims to analyze the implementation of criminal law enforcement against perpetrators of forest and land fires and to identify factors that hinder law enforcement in the Kampar Resort Police jurisdiction. The research method used is empirical legal research with a descriptive analytical approach. Data were collected through interviews with the Kampar Resort Police and document studies. The results of the study show that the implementation of criminal law enforcement has been carried out through the stages of investigation, examination, prosecution, trial, and execution in accordance with the Indonesian criminal justice System. However,its implementation is still not optimal, as seen from the small number of cases that have been successfully processed and received a court decision compared to the number of fire incidents that have occurred. The inhibiting factors include legal regulations, law enforcement, infrastructure and facilities, society, culture, and difficulties in proving the case. This study recommends the need to increase the capacity of law enforcement, provide adequate infrastructure, strengthen coordination between agencies, increase public awareness of the law, and enforce the law firmly and consistently to deter perpetrators.
