Abstract
The institutional capacity of the Technical Implementation Unit (UPT) of Fisheries Port Services in Dumai still faces challenges in supporting fishermen’s productivity, particularly due to limited human resources, weak cross-sectoral coordination, and public services that are not yet optimal. This study aims to analyze the kapasitas of the UPT in supporting fishermen’s productivity, as well as to identify the obstacles encountered in its implementation. The analytical framework employs Morgan’s (2006) capacity development theory with five indicators: capacity to act, capacity to generate development results, capacity to relate, capacity to adapt and self-renew, and capacity to achieve coherence. The research method is qualitative with a descriptive approach. Data were collected through in-depth interviews, field observations, and documentation, then analyzed using reduction, presentation, and conclusion drawing techniques. The findings show that, in the capacity to act, UPT still suffers from insufficient number and competence of personnel, in the capacity to generate development results, some program targets are achieved, but systematic evaluation is not yet optimal, in the capacity to relate, UPT has built partnerships with cooperatives and business actors, although public participation remains uneven, in the capacity to adapt and self-renew, digital service innovations have been initiated, yet adaptation to external dynamics remains limited, in the capacity to achieve coherence, the vision has been internalized, but integration across divisions is not fully effective. The main obstacles include budget constraints, lack of expertise, weak internal coordination, and limited public participation. This study suggests strengthening human resource development, improving cross-sectoral coordination, expanding partnerships, and enhancing service innovation through technology.
