Abstract

The function of the BPD is very important but in its implementation the function of the Village Consultative Body in Kuantan Singingi Regency has not been running well even though according to regulations the Village Consultative Body (BPD) has the authority to discuss draft village regulations as stated in more specific regulations, namely Kuantan Singingi Regency Regional Regulation Number 1 of 2009 concerning the Village Consultative Body (Regulation No. 1 of 2009) which mandates determining the draft Village Regulation together with the Village Head, accommodating and channeling community aspirations. The problem in this study is How is the Authority of the Village Consultative Body in Kuantan Singingi Regency Based on Regional Regulation Number 1 of 2009 and How is the Effectiveness of the Village Consultative Body Based on Regional Regulation Number 1 of 2009 in Kuantan Singingi Regency. The method in this study is sociological legal research, namely data collection by means of a survey, namely researchers directly conduct research on site with the intent and purpose of finding facts, which then leads to identification and resolution of problems. The nature of the research used is analytical descriptive research, namely explaining and describing the realities in the field very thoroughly. The results of the study indicate that the authority of the village consultative body based on Regional Regulation Number 1 of 2009 concerning the village consultative body in Kuantan Singingi Regency has not been fully implemented in accordance with the regulation. And the existence of the village consultative body in Kuantan Singingi Regency does not show good results so that many of these authorities are not implemented by the village consultative body in Kuantan Singingi Regency.. The BPD when carrying out its legislative function has not played its role at all in every stage of the formation of Village regulations, then the BPD has never acted in terms of collecting and channeling the aspirations of its people to the Village Government which causes the formation of Village regulations to not run well. The existence of the BPD in Kuantan Singingi Regency does not show good results. Many village regulation products are hampered and failed to be established. The supervisory function is also not carried out properly so that many developments do not function. This happens because there are still several factors that hinder the implementation of the Village Consultative Body's function in making Village regulations, including, firstly internal factors such as inadequate human resources, lack of budget, time constraints and secondly external factors such as passive society, lack of understanding of legal culture, and poor communication..
