Abstract
The background of the problem in this thesis research is the effort to provide excellent service to the community in SAR operations conducted by the BASARNAS SAR Post team in Bengkalis, which is still hindered by several factors affecting response time. The purpose of this thesis research is to further investigate the legal regulations regarding search and rescue efforts by BASARNAS in the operational area of the SAR Post in Bengkalis based on the Law Number 29 of 2014 regarding search and rescue. The research method used in this study is empirical legal research. The approach method used is through interviews and observations. The author also takes thesis material from books, articles, journals, and etc. Research results show, first, that in Law Number 29 of 2014 regarding search and rescue, it has been stipulated that the response time must be supported by advanced facilities, solid human resources, and so on. However, in the field, we face obstacles due to a lack of facilities, means, and personnel. Second, many people are still unaware of BASARNAS in Bengkalis, therefore, it is necessary to conduct socialization about SAR to the entire community of Bengkalis.
