Abstract

This study aims to find out the communication model applied by the Riau Information Commission in the mediation process of public information disputes. This study uses a descriptive qualitative approach with data collection techniques in the form of observation, in-depth interviews, and documentation to obtain a comprehensive understanding of the ongoing communication process. The research informants consist of the Chairman of the Riau Information Commission, the Commissioner, and the secretariat who are directly involved in the implementation of mediation of public information disputes. The data analysis in this study uses transactional communication theory that emphasizes four main elements, namely simultaneity, reciprocity, common meaning, and environment and noise (noise). The results of the study show that the communication process in the mediation of information disputes at the Riau Information Commission takes place in a two-way and interactive manner. The element of simultaneity can be seen from the exchange of messages that occur simultaneously between the mediator and the parties to the dispute. Reciprocity is realized through dialogue, clarification, and negotiation that allows each party to convey their interests and respond to the other party's message directly. A common meaning is formed when the applicant and the information respondent understand the purpose of mediation as an effort to find a fair solution and uphold the principle of public information disclosure, not to blame each other. In addition, environmental factors and disturbances also affect the communication process, both in the form of the condition of the mediation room, the timing of implementation, and internal and external disturbances that can affect the focus and effectiveness of communication. Overall, this study concludes that the communication model applied by the Riau Information Commission in the mediation process of public information disputes is transactional, participatory, and oriented towards the formation of mutual understanding in order to achieve effective and fair dispute resolution.
