Abstract
This research is motivated by the high vulnerability of children as victims of violence, as reflected in the 160 cases recorded in Pekanbaru City in 2023. The research focuses on describing and analyzing the prevention efforts carried out by DP3APM throughout 2024. The study uses a qualitative method with a case study approach. Data were collected through indepth interviews with key informants at DP3APM, observation, and documentation studies, then analyzed using the Crime Prevention theory by Brantingham and Faust (1976), which includes primary, secondary, and tertiary prevention. The results show that prevention efforts were carried out comprehensively. Primary prevention included the formation of communitybased child protection activists, mobile campaigns with "Confession Corners," promotion of the Family Learning Center (PUSPAGA), and the Women-Friendly and Child-Caring Village (KRPPA) program. Secondary prevention focused on early intervention in high-risk areas based on data mapping and the involvement of the Children's Forum as reporters. Tertiary prevention was realized through an integrated, victim-centered referral system involving various related Regional Apparatus Organizations (OPD) for assistance, recovery, and victim rehabilitation. The main obstacles faced included limitations in human resources (HR), the APBD budget, and low public awareness which still considers violence against children a private matter. Based on these findings, it is recommended that DP3APM optimize collaboration and training; that the City Government increase budget allocation and coordination; and that the community participate actively in early detection and reporting. This research concludes that the three-tiered prevention strategy has been implemented by DP3APM, although its effectiveness still faces challenges related to resources and social aspects.
