Abstract

This study aims to evaluate the performance of the Department of Culture and Tourism in implementing the Pacu Jalur cultural tradition in Kuantan Singingi Regency. Pacu Jalur is a cultural heritage with significant historical and social value, and it holds great potential for the development of local tourism. This research employs a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation, involving informants from the Department of Culture and Tourism, community leaders, and cultural practitioners. The findings indicate that the Department of Culture and Tourism has actively contributed to the preservation and promotion of Pacu Jalur through annual festivals, guidance for cultural preservation groups, and collaboration with private sectors and media. However, the implementation still faces several challenges, such as limited budget, lack of competent human resources, and coordination issues between institutions. This evaluation recommends enhancing institutional capacity, better planning, and broader community involvement to ensure the sustainability of the Pacu Jalur tradition.
