Abstract
The objective of this research is to identify and analyze the role of the Sub-District Head (Camat) in coordinating land settlement in Pinggir Sub-District, Bengkalis Regency, along with its inhibiting factors. This study uses a qualitative method, with data collection techniques including observation, interviews, and documentation, while the results are analyzed using descriptive qualitative analysis. The findings show that: (1) The role of the Sub-District Head in coordinating land settlement in Pinggir SubDistrict has been implemented but is not yet optimal across six indicators. As a stabilizer, the Sub-District Head seeks to maintain public order and ease the concerns of residents whose land falls within the Wildlife Reserve area. As an innovator, the SubDistrict Head promotes coordination with the Task Force for Land Tenure Settlement in Forest Areas (PPTPKH) and vertical agencies. However, initiatives to establish a specific working system or procedures at the sub-district level have not been clearly visible, as technical authority lies with central and provincial agencies. In the role of modernizer, the Sub-District Head demonstrates professionalism, yet transparency and the use of supporting technologies such as land administration applications and digital mapping remain minimal. As a pioneer, the Sub-District Head has participated in socialization activities organized by the Forest Area Consolidation Agency (BPKH), but has not taken concrete actions such as strengthening the position of affected communities through the formation of a community forum for those impacted by the Wildlife Reserve. In the executor role, the Sub-District Head has not conducted any socialization for the community, resulting in community complaints being redirected by the Task Force directly to the Riau Attorney General’s Office. Overall, the Sub-District Head functions more as a mediator, with the main limitations being related to authority. (2) The inhibiting factors consist of the unfinished determination of spatial zoning, as well as limited cross-sector coordination and technical authority.
