Abstract

he implementation of good governance at the Tandun Sub-District Office is carried out through the responsibility of employees to submit work reports to the leadership. However, the implementation of these reports has not been carried out properly, resulting in decision-making by the leadership. The purpose of this study was to determine and analyze good governance and to identify obstacles in public services for land title registration at the Tandun Sub-District Office, Rokan Hulu Regency. This study used the Good Governance theory according to B.C. Smith (2007). This study employed a qualitative method, explaining, describing, and analyzing data obtained regarding phenomena related to good governance at the Tandun Sub-District Office. Accountability for government implementation carried out by the sub-district is carried out by soliciting criticism and suggestions from the public through a suggestion box. Transparency can be concluded from the ethical and moral standards of all employees working in the Tandun sub-district in fulfilling their respective professional responsibilities. Transparency is reflected in the service process provided by the sub-district office staff. The sub-district's attention to the community is effective; the sub-district always assists with all community needs. Legally, the sub-district only imposes sanctions on employees for violations, including reprimands and warnings. Obstacles in providing land certificates and compensation certificates include the following: misunderstandings during land measurement, either with neighbors or between buyers and sellers; difficult to determine the measurement time because all parties must be present; heirs selling land do not understand the location of the land being sold; and the requirements requested by the sub-district office have not been met. Furthermore, the sub-district head has not imposed strict sanctions on employees, which has impacted employee discipline in carrying out their duties.
