Abstract

The formal goals of a country are usually identified with the goals of national development. The goals of national development are a continuous and ongoing process. The goal of national development is to realize a just and prosperous society that is materially and spiritually equitable based on Pancasila within the framework of the Unitary State of the Republic of Indonesia which is independent, united and sovereign of the people in an atmosphere of national life that is safe, peaceful, orderly, and dynamic as well as in an environment of world relations that is free, friendly, orderly, and peaceful. According to John Creswell (2016) qualitative research is a type of research that explores and understands the meaning of a number of individuals or groups of people who come from social problems. Qualitative research can generally be used for research on community life, history, behavior, concepts and phenomena, social problems, and others. The research uses qualitative research methods considering that the data needed in this research are in the form of documents, records, and qualitative data. Based on the research results described in the previous chapters, it can be concluded that the research conducted by the researcher obtained information that the supervision of the village head's performance by the village government collaboration in infrastructure development in Hangtuah Village, Perhentian Raja District, Kampar Regency has not been fully implemented properly. This can be seen in the implementation of the Village government's function in carrying out infrastructure development that has not been carried out properly. From the results of this study, obstacles were also found in the collaboration of the village government in infrastructure development in Hangtuah Village, Perhentian Raja District, Kampar Regency. (1) lack of understanding of village government members, (2) lack of commitment from the village government, (3) still low concern of village government members in village development.
