Abstract
Legal or illegal permits, including the presence of illegal sand mining in Kampar Regency, have created various problems that require immediate attention. This illegal mining phenomenon demonstrates the involvement of organized syndicates exploiting lapses in the existing legal system. The evolving modus operandi no longer involves only local communities mining traditionally, but also involves more complex business networks using technology and heavy equipment. The research problem is law enforcement against illegal sand mining perpetrators in the Kampar Police jurisdiction and obstacles to law enforcement against illegal sand mining perpetrators in the Kampar Police jurisdiction. The research method, sociological or empirical legal research, is a study of the identification of laws and their effectiveness in social dynamics. The research is descriptive in nature. The results of the research and discussion indicate that law enforcement against illegal sand mining perpetrators in the Kampar Police jurisdiction has not been optimal, despite the confiscation of heavy equipment and the naming of suspects against illegal sand mining perpetrators. This is indicated by the continued presence of illegal sand mining activities carried out by individuals who prioritize economic factors over the environmental damage caused. Obstacles to the implementation of law enforcement against perpetrators of environmental crimes in illegal sand mining activities in Kampar Regency from a criminological perspective include limited human resources and budget in the environmental law enforcement system, weak coordination and synchronization between law enforcement institutions and related agencies, a weak monitoring system, and low environmental awareness among the public, coupled with a limited understanding of the long-term impacts of illegal sand mining.
