Abstract
Flooding in Pekanbaru is caused by population growth, extensive land-use conversion, and the suboptimal performance of the drainage system, which leads to waterlogging and flooding, particularly in Binawidya and Tuah Madani Districts. This situation is aggravated by poor planning of water catchment areas, sedimentation within drainage channels, and the unresolved IPAL and SPAM infrastructure projects, which further disrupt surface water flow. This study aims to examine and analyze the spatial planning policies of the Pekanbaru City Government in addressing flooding issues and to identify the factors influencing these policies. The research employs a descriptive method with a qualitative approach. Data were collected through interviews, field observations, and documentation, supported by secondary data from the Public Works and Spatial Planning Office of Pekanbaru City. Research informants consisted of government officials, affected community members, and relevant stakeholders. The results of the study indicate that the government has introduced several programs to address flooding, such as the construction of drainage channels, river normalization, drainage maintenance, and spatial utilization control activities. However, the implementation has not been optimal due to weak inter-agency coordination, limited budget allocation, low public compliance with spatial regulations, and inadequate pre-disaster mitigation programs. Factors influencing these policies include population growth, land-use conversion, watershed hydrological conditions, high rainfall intensity, insufficient drainage capacity, and weak monitoring of spatial utilization. In conclusion, although spatial planning policies in Pekanbaru City exist, they have not been effective in fully addressing flooding issues. Therefore, long-term drainage planning, improved coordination, and strengthened enforcement of spatial utilization regulations are needed to prevent and reduce flooding in the future.
