Abstract
The elimination of the Broad Guidelines of State Policy (GBHN) from the Constitution following Indonesia’s reform era has resulted in the loss of a clear and unified direction for national development, which was previously established by the People's Consultative Assembly (MPR). Currently, the National Long-Term Development Plan (RPJPN) has not been fully effective in addressing development challenges consistently, particularly due to changes in national leadership. Consequently, the idea of reinstating the GBHN as a long-term national development guideline has regained relevance. Based on this background, the research addresses two main problems: What is the urgency of reinstating the GBHN as a national development guide after the amendment of the 1945 Constitution? And what are the implications of reinstating the GBHN for the role of the MPR in Indonesia’s constitutional system? This study employs a normative juridical legal research method aimed at analyzing the urgency and implications of re-establishing the GBHN within the Indonesian constitutional system. The research explores legal synchronization between the RPJPN and the potential formulation of a new GBHN by the MPR. The findings reveal that prior to the constitutional amendments, the GBHN held a strong legal position as both a development guideline and a control mechanism over the President. The study concludes that reinstating the GBHN is essential to ensure continuity in national development, prevent sectoral egoism, and strengthen strategic planning within the constitutional framework. Furthermore, the vision and mission of the President and Vice President must align with the GBHN. Regarding the institutional role of the MPR, the impact is primarily functional, as the MPR would serve as the leading institution in formulating the GBHN.
