Abstract

The equitable distribution of educational facilities is a key indicator in achieving sustainable human resource quality. However, disparities in the distribution of educational facilities between urban and peripheral areas remain a significant issue, including in Pekanbaru City. Rumbai District, with its rapid population growth and varying density across sub-districts, exemplifies an area requiring evaluation of the availability, service coverage, and performance level of educational facilities. The objectives of this research are to identify the distribution pattern of senior high school or equivalent educational facilities in Rumbai District, to analyze the needs for such educational facilities, and to evaluate the service coverage distance of these schools based on the Neighborhood Unit approach, thereby providing a comprehensive overview of the availability, distribution, and accessibility of educational facilities in the study area. This study applies the Neighborhood Unit Theory, which emphasizes walkable access to educational facilities, supported by spatial analysis using Geographic Information Systems (GIS). Primary data were obtained through field surveys to collect geographic coordinates of senior high schools (SMA/SMK), while secondary data were sourced from relevant institutions. The analysis employed buffering techniques to map served and underserved areas, capacity ratio calculations based on SNI 03-1711-2004, and projections of educational facility needs up to 2044. The findings reveal that the distribution of SMA/SMK in Rumbai District 0,65 tends to cluster in certain sub-districts, leaving some areas unserved according to the service coverage standard. The service level of educational facilities does not fully meet SNI requirements, particularly in areas with high population density. Population projections indicate the need for additional school 26 units in several sub-districts to accommodate future demand. This study recommends educational infrastructure development planning based on spatial data and demographic projections to ensure equitable and sustainable access to education.
