Abstract

The Bakar Tongkang Festival is one of the largest cultural events in Rokan Hilir Regency, attracting thousands of domestic and international tourists every year. The massive influx of visitors significantly affects the capacity and function of public spaces utilized as the main venues of the festival. This research aims to analyze the spatial distribution and functional use of public spaces during the Bakar Tongkang Festival and to assess their carrying capacity in accommodating tourist activities. This study employs a mixed-method approach combining quantitative and qualitative descriptive analyses. Primary data were obtained through field observation, interviews, and documentation, while secondary data were collected from relevant institutions. The analysis applied the Cifuentes (1992) method, adapted by Lutfi Muta’ali (2012), which measures three levels of carrying capacity: Physical Carrying Capacity (PCC), Real Carrying Capacity (RCC), and Effective Carrying Capacity (ECC). The results reveal that public spaces within the festival area serve three main functions: ritual space, socio-cultural interaction space, and ceremonial space. Based on the calculations, the PCC is 791 visitors per day, the RCC is 225 visitors per day, and the ECC is 225 visitors per day. These values indicate that the current public space capacity remains limited due to inadequate access width and insufficient supporting facilities, particularly public toilets. This study recommends enhancing infrastructure capacity, regulating visitor circulation, and improving supporting facilities to ensure that the festival is conducted in a safe, comfortable, and sustainable manner. The findings are expected to serve as a reference for local governments and stakeholders in planning and managing public spaces for large-scale cultural events.
