Abstract

The alignment between spatial planning and land-use activities plays an important role in supporting the ease of doing business through the risk-based licensing system (OSS). In Indonesia, the licensing process is often perceived as lengthy, layered, and time-consuming. The main issue in Pekanbaru City is the absence of a comprehensive Detailed Spatial Plan (RDTR), which creates zoning uncertainty and has implications for the business licensing process. This study aims to analyze the relationship between location permits and land-use conformity among Micro, Small, and Medium Enterprises (MSMEs), particularly in the food and beverage sector in Pekanbaru City. The research employed a descriptive qualitative approach with data collected through in-depth interviews, and the analysis was carried out using NVivo software. The findings indicate that the absence of RDTR in Marpoyan Damai and Bukit Raya Districts, as well as the incomplete preparation of RDTR in Pekanbaru City, has resulted in unclear zoning that affects the licensing process. Limited knowledge of spatial planning among business actors and minimal government outreach were found to be major obstacles. Furthermore, the OSS system has not yet been integrated with adequate spatial data. This study recommends accelerating the preparation and establishment of RDTR, improving spatial literacy among business actors, and integrating spatial data into the OSS system to create a spatially compliant business ecosystem that supports local economic development.
