Abstract

Referring to the 2017-2037 Riau Islands Province Spatial Plan, Tanjungpinang Urban Area is designated as a Regional Activity Center (PKW) which is directed as a center of provincial economic growth. By being designated as a Regional Activity Center (PKW), Tanjungpinang becomes the main driver in supporting the integration of trade, service, maritime and tourism-based economic sectors in line with the development vision of the Riau Islands Province. One approach in regional development in Indonesia is the regional thematic model, the process of developing this thematic model refers to the One Village One Product (OVOP) concept. The purpose of this study is to formulate a regional thematic development model based on the superior potential in Tanjungpinang City. This study uses a mixed method with a descriptive statistical approach. Data sources are primary data, namely regional observations and interviews, and secondary data derived from documents on the superior potential of the Tanjungpinang City Department of Industry and Trade. Data were obtained using the Location Quotient (LQ) analysis technique. The research results show that spatial distribution patterns using Small and Medium Industry (SMI) data indicate that the Core Area is located in East Tanjungpinang District, West Tanjungpinang District as the Creative Sub-Center (Creative Sub-Cluster), Bukit Bestari District as the Service and Distribution Buffer Zone (Support Zone), and Tanjungpinang Kota District as the Service and Government Zone (Service Zone).
