Abstract

This study examines the development of the religious tourism site of the Tomb of Tuan Guru Syekh Abdurrahman Sidiq, located in Kuala Indragiri District, Indragiri Hilir Regency, Riau Province. As a prominent Islamic scholar and former Mufti of the Indragiri Kingdom, his tomb holds strong historical and spiritual significance, attracting many pilgrims from various regions. However, the existing facilities, accessibility, and supporting services around the site have not been fully developed, causing its tourism potential to remain underutilized. This research employs a qualitative approach, with data obtained through field observations, in-depth interviews, and documentation. The analysis focuses on four key components of tourism development: attraction, amenity, accessibility, and ancillary services. To formulate appropriate development strategies, the study applies SWOT analysis supported by IFAS and EFAS matrices to evaluate internal strengths and weaknesses as well as external opportunities and threats. The findings reveal that the tomb’s historical value, strong religious atmosphere, and community interest in pilgrimage serve as major strengths of the area. Nonetheless, several weaknesses persist, including limited infrastructure, inadequate accessibility, and insufficient promotional efforts. Opportunities arise from the growing interest in religious tourism and the potential to enhance local economic activities, while threats include competition with other religious destinations and minimal involvement from external stakeholders. Based on the SWOT analysis, several strategies are proposed, including improving facilities, enhancing accessibility, strengthening promotional efforts, and increasing community and governmental involvement in sustainable management.
