Abstract

This study aimed to analyze the pedagogical competence of Arabic language teachers in developing learning modules at Islamic Plus Elementary School YLPI Riau – Pekanbaru, based on the requirements of the Merdeka Curriculum and the principles of modern education. The main problem examined in this research was the limited understanding among some teachers regarding the components of learning modules, as well as the inconsistency between implementation practices in the field and the standards established in educational regulations. This study employed a qualitative approach using a descriptive analysis method. Data were collected through interviews, classroom observations, and document analysis of learning modules prepared by the teachers. The research subjects consisted of six Arabic language teachers teaching Grades One through Six. The findings revealed that teachers’ competence in developing modules varied. Several teachers demonstrated adequate understanding of module components, including formulating learning objectives, analyzing learners’ needs, and designing learning activities. However, other teachers still experienced difficulties in formulating learning outcomes, developing assessment instruments, and integrating the module with the principles of the Merdeka Curriculum. The study also identified factors that influenced the teachers’ competence in module development, including teaching experience, professional training, clarity of learning guidelines, and administrative support. This study concluded that there was a need to improve teachers’ competence through more targeted professional development, the provision of standardized and practical guidelines for module development, and continuous academic supervision in order to enhance the quality of Arabic language instruction.
