Abstract

This study examines the techniques and tactics used in the theft of subsidized fuel (BBM) occurring in Air Molek, Indragiri Hulu Regency, focusing on three perpetrators anonymized as X, Y, and Z. The primary aim is to identify how the offenders construct their working methods, operational patterns, and deception strategies during the theft process. Employing a descriptive qualitative method, the data were collected through interviews, observations, and documentation. The findings reveal that the offenders utilized specific techniques, such as modifying vehicle fuel tanks to increase capacity, using concealed jerry cans, and manipulating the fuel–dispensing flow at gas stations (SPBU). Their deceptive tactics included choosing low-traffic hours, diverting the attention of attendants, forming informal collaborations with certain individuals, and exploiting gaps in the queuing system to make their activities appear normal. Based on Routine Activity Theory, the crime occurs due to the presence of motivated offenders, suitable targets, and the absence of effective guardianship.This study concludes that subsidized fuel theft in Air Molek is not a spontaneous act but a structured crime exploiting systemic loopholes and local socio-economic conditions. These findings are expected to contribute to the formulation of countermeasures, enhanced supervision, and regulatory improvements related to subsidized fuel distribution.
