Abstract

Illegal Indonesian migrant workers are workers who do not go through the proper procedures for obtaining or issuing passports. Due to limited employment opportunities within the country, many Indonesian citizens prefer to seek employment abroad. Indonesia has established partnerships with several countries, allowing those interested in seeking employment abroad to pursue employment. However, prospective migrant workers are often faced with two challenging choices: one is to follow the proper procedure, which involves an official government-protected advisory body, and the other is a non-procedural route, which is unclear in its accountability but allows immediate employment in the host country. This study uses a qualitative approach, collecting data through observation, interviews, and documentation. The results of this study indicate that the Dumai Immigration Office in carrying out prevention for immigrant workers includes primary, secondary and tertiary prevention, where immigration officers supervise the issuance of documents, conduct Departure Continuity Checks, conduct Direct Identification, Provide understanding and socialization to the community. And for the future, it is hoped that policy and legal enforcers will work together in strengthening policies and laws related to the prevention of illegal migrant workers (non-procedural), in order to be more effective in overcoming the practice of exploitation and oppression of migrant workers. And to Prospective Indonesian Migrant Workers must participate in following developments and seeking information updates both before, during, and after work. because with an active attitude from individuals it is hoped that they will be able to increase awareness and minimize the risk of problems occurring in the future.
