Abstract
This study aims to analyze the application of Good Environmental Governance (GEG) principles in waste management in Pekanbaru City and identify factors that hinder its implementation. This research is motivated by the increasing volume of urban waste, the mismatch between regulations and implementation, and the emergence of various structural problems such as weak law enforcement, low community participation, and limited facilities and supervision by the local government. This study uses a qualitative approach with data collection techniques through in-depth interviews, field observations, and documentation. Research informants consisted of structural officials from the Department of Environment and Sanitation (DLHK), field technical implementers, and community members involved in waste management activities. Data analysis was carried out interactively through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that the application of GEG principles in Pekanbaru City has not been running optimally. The rule of law principle has not been implemented consistently due to weak enforcement of Regional Regulation Number 8 of 2014 and Mayoral Regulation Number 28 of 2023. Community participation in the 3R program and waste sorting is still low due to a lack of ongoing education and minimal supporting facilities. Furthermore, institutional effectiveness is still hampered by limited fleet, management infrastructure, and inter-agency coordination, resulting in the phenomenon of illegal TPS (landfills) and waste accumulation at various points. Based on these findings, it can be concluded that the implementation of Good Environmental Governance principles in waste management in Pekanbaru City still faces various substantive obstacles in the legal, participation, institutional, and oversight aspects. Therefore, this study recommends the need to strengthen law enforcement based on integrated supervision, increase the institutional capacity of the Environment and Forestry Agency (DLHK), develop waste sorting and processing facilities, and expand public participation through ongoing education and environmental community empowerment. Further research is recommended to expand the analysis on the effectiveness of the 3R program and the integration of information technology in urban waste management.
