Abstract

This study aims to analyze the administrative services for issuing Land Compensation Certificates (SKGR) in Bagan Sinembah District, Rokan Hilir Regency. SKGR plays an important role as an initial document or basis of ownership for the community in obtaining land rights, although its legal strength remains limited compared to the Land Ownership Certificate (SHM). This research employs a descriptive qualitative method with data collection techniques including interviews, observations, and documentation. The research informants consist of the District Head (Camat), the Head of Public Services, the Head of Government Affairs, and community members who are currently processing or have previously processed SKGR documents. The findings reveal that SKGR administrative services in Bagan Sinembah District have generally been carried out quite well through the implementation of the Subdistrict Integrated Administrative Services (PATEN). However, several obstacles remain, such as delays in SKGR issuance due to the absence of the district head, limited facilities and infrastructure, and lack of employee discipline. These factors have led to public complaints regarding timeliness and service convenience. Therefore, although SKGR administrative services have been implemented overall, there is a need for evaluation of service quality, employee discipline, and improvements in facilities to support more effective and accountable public services.
