Abstract

The growth of the beauty service industry in Pekanbaru City has driven a high demand for eyelash extension services. However, behind the rise of this trend lies a legal issue concerning the form of liability borne by service providers toward consumers who suffer damages such as eye irritation, allergic reactions, and eyelash loss. This study aims to identify the form of legal responsibility of business actors offering eyelash extension services and to evaluate the practice of such services in Pekanbaru. The research problems formulated in this study are, first: What is the form of business actors’ liability in the application of eyelash extension services in Pekanbaru and second: How is the practice of eyelash extension application carried out by beauty service providers in Pekanbaru City This research is an empirical legal study using a descriptive-analytical approach. Data were collected through observation, interviews, and documentation involving two business actors and five consumers. The data analysis technique used is qualitative, with conclusions drawn deductively. The results indicate that the form of liability provided by business actors is still limited to partial or full reimbursement of the service fee, without additional compensation for the losses experienced by consumers. Furthermore, the practice of eyelash extension has yet to fully meet professional standards in terms of technician training, business legality, and the safety of materials used. Therefore, stricter regulations and increased legal awareness among business actors are needed to ensure full accountability and consumer protection.
