Abstract
The electronic world is growing very rapidly because of the influence of globalization on the world. The cash on delivery method is a feature that is currently widely used and many other applications have followed Shopee to use this feature. The cash on delivery method is a transaction or payment in cash when the goods are received by the consumer. Payment in this way also makes consumers comfortable because they do not need to worry about the products they buy have been delivered or not after the buyer sends the money, therefore this method is safer and most in demand. Consumers can even file a cancellation if the product delivered does not match what was purchased. In this study, the main problem discussed is: What is the responsibility of business actors towards consumers who use the Shopee online application service who are harmed by the COD (cash on delivery) system and what obstacles do business actors encounter towards consumers who use the Shopee online application service who are harmed by the COD (cash on delivery) system? This research is a type of empirical survey research, which is a research with field data as the main data source, such as interview results and observations. This empirical research is used to analyze the law which is seen as community behavior and then obtains a result. The results of the study obtained by the author are: The responsibility of business actors towards consumers who use the online application shopee services who are harmed by the COD (cash on delivery) system at House Of Smith Pekanbaru is still not in accordance with the policies and regulations that have been set. The shopee account of House Of Smith Pekanbaru still does not consider the principle of good faith towards consumers in fulfilling consumer rights and obligations. Efforts to legal responsibility of business actors in the COD payment system to consumers are like existing regulations, namely: compensation, refunds, and returns of goods and dispute resolution, simple, fast and affordable use.
