Abstract

Licensing is a grant of legality to a person or business actor/certain activity, both in the form of a permit or a business registration certificate granted by the DPMPTSP. The role of the Investment Service and One Stop Integrated Service in granting permits is to assist the governor or regional government in carrying out government affairs in the investment sector, which are basically regional authorities. Permits can be obtained by fulfilling the requirements and following all the procedures contained in the permit management. Permits also function to provide legal cohesion for permit owners to protect rights and obligations which will later be monitored by authorized institutions. The purpose of this study was to determine the role of the Pekanbaru City Investment and One-Stop Service Office in providing OSS licensing services and to find out the constraints and obstacles in granting permits to investors. This research method is an observational research by going directly to the field to obtain information and data related to research using data collection tools using interviews and questionnaires. The results of this study explain that the role of the agency as the provider of business licensing services is in the administrative field in fulfilling permit commitments until later and when the business permits issued are not yet effective. Business actors who apply for permits are faced with obstacles in fulfilling permit commitments.
