Abstract

The village government as the organizer of the smallest government affairs is directly under the sub-district and has the rights and obligations to regulate the interests of the local community in its area. The village government has the task of holding the mandate of power given by the central government and regional government which is carried out by the Village Head and assisted by the village apparatus. The formulation of the problem of this study is How is the Role of the Village Head of Langgam Village in Developing the Tajwid Lake Tourism Object Based on Government Regulation Number 73 of 2005 Concerning Villages? and What are the Inhibiting Factors of the Role of the Village Head of Langgam Village in Developing the Tajwid Lake Tourism Object Based on Government Regulation Number 73 of 2005 Concerning Villages? The research method used in this study is This type of research is included in the Empirical Law research category, namely a study that aims to observe and describe the symptoms that occur both in social phenomena, which occur at a certain time level. The results of the discussion of this study are the Role of the Head of Langgam Village in Developing the Tajwid Lake Tourism Object Based on Government Regulation Number 73 of 2005 concerning Villages only maintaining public service infrastructure and facilities, it can be interpreted that the government plays a role as a party that creates conducive conditions for the implementation of development for all interests of the parties involved in efforts to develop certain tourist areas, to be able to realize regional development (in the realm of tourism) that is more optimal. And the Inhibiting Factors of the Role of the Head of Langgam Village in Developing the Tajwid Lake Tourism Object Based on Government Regulation Number 73 of 2005 concerning Villages are inadequate facilities, besides that it can be seen that funding for the Tourism, Culture and Youth Sports Service only comes from the Pelalawan Regency APBD, lack of promotion and participation of residents in expanding the Tajwid Lake Tourism Object, supporting devices and infrastructure for expanding the Tajwid Lake Tourism Object are also limited.
