Abstract

This study aims to be able to describe the role of diplomacy carried out by Indonesia in rescuing and providing protection for its citizens in Myanmar with the main focus being on the problem of Indonesian migrant workers who are trapped in Myanmar and facing violence. This problem started with Indonesian migrant workers who were deceived by the promise of work and decent wages in Thailand but were actually taken to Myanmar and forced to work 18 hours a day, if they could not reach the target they would be tortured. So this research aims to understand protection diplomacy which is cooperation that is really needed for migrant workers who experience violence abroad as well as a form of a country's responsibility to protect its citizens so that they can obtain their rights to return home safely through cooperation between the state and non-state actors. The method used is a Qualitative Approach with a Neo-Realism Perspective and the Theory of Protective Diplomacy and the Concept of Duty of Care. Research results show that protection diplomacy for Indonesian migrant workers in Myanmar is divided into two factors, namely internal and external. Diplomacy from internal factors such as through the Embassy of the Republic of Indonesia (KBRI), Ministry of Foreign Affairs (KEMLU), Indonesian Migrant Worker Services Agency (BP2MI) and other related agencies. Meanwhile, through external factors, namely through cooperation with Myanmar and Thailand, and also cooperation through the Association of Southeast Asian Nations (ASEAN).
